I can not download movies on Xbox Live !!!!!?

I live in Germany (center right) and when I go to the Zune Marketplace video Xbox on my Xbox 360, which says I can not download because I'm not in the download area. I try to rent movies about him, but he keeps saying the same thing !!!!!
